對(duì)非“真、實(shí)、親、誠(chéng)”

2013年3月，習(xí)近平主席在達(dá)累斯薩拉姆發(fā)表演講，總結(jié)中非友好關(guān)系發(fā)展歷史經(jīng)驗(yàn)，全面闡述了新時(shí)期中非共謀和平、同促發(fā)展的政策主張。第一，對(duì)待非洲朋友，講一個(gè)“真”字，始終把發(fā)展同非洲國(guó)家的團(tuán)結(jié)合作作為中國(guó)對(duì)外政策的重要基礎(chǔ)。第二，開(kāi)展對(duì)非合作，講一個(gè)“實(shí)”字，只要是中方作出的承諾，就一定會(huì)不折不扣落到實(shí)處。第三，加強(qiáng)中非友好，講一個(gè)“親”字。中非人民有著天然的親近感，要更加重視中非人文交流，積極推動(dòng)青年交流，使中非友好事業(yè)后繼有人。第四，解決合作中的問(wèn)題，講一個(gè)“誠(chéng)”字，中方坦誠(chéng)面對(duì)中非關(guān)系面臨的新情況新問(wèn)題，本著相互尊重、合作共贏的精神加以妥善解決。

Building Relations with Africa Based on Sincerity, Real Results, Friendship, and Good Faith

In his speech in Dar es Salaam, Tanzania, in March 2013, Chinese President Xi Jinping summarized the history of Sino-African friendship and the experience of developing such a friendship, and elaborated on his proposals for concerted efforts to promote peace and development in the new era. First, China has a sincere desire to build strong ties with its African friends. Solidarity and cooperation with African countries have always been an important part of China’s foreign policy. Second, cooperation with Africa has been and will continue to be resultsoriented. China will honor every commitment it makes to Africa. Third, the traditional and intimate friendship between the Chinese and African peoples will continue to be strengthened. Efforts will be made to expand people-to-people exchanges, especially youth exchange programs, so that our friendship can be passed on to younger generations. Fourth, we will always act in good faith in addressing problems that might occur in our relations with Africa. New developments and issues relating to our bilateral relations will be discussed frankly and dealt with on the basis of mutual respect and through mutually beneficial cooperation.
